What is a proposal
A proposal is the way to update the Kaize database. It can be created by any user and for any reason, for example, creating an anime, updating the picture of a manga, or deleting a series.
After a user creates a proposal, it enters in an "open" status and other users can vote to accept or refuse it. When the proposal reaches the max votes to be accepted or refused, it's automatically updated as a "closed" proposal and if the proposal is accepted by the community, the changes are made in the database.
A proposal can only be used to update one piece of information on a resource: you can't create one proposal for updating the title and the number of episodes of an anime at the same time, you will have to create two proposals. It's made this way in order to avoid wrong data: what would happen if only one of the two changes is wrong? Users won't know if they should accept or refuse the proposal entirely; with two proposals, changes are made individually.

You need to create one proposal per update, see this

How to delete a resource
You can delete a resource using a proposal with the "Delete this X" on every resource page. A delete proposal needs more votes to be validated or refused since it's a big change in the database. For example, when an anime is deleted, the user that has this anime on his/her list "loses" it (it will be marked as "Deleted", though).
